Call for Proposals
The DigiTour Project will launch one Call for Expression of Interest for st for suppliers of digital tools, technologies, training, and advisory support and one Call for Proposals with two strands with common criteria and guidelines for all EU countries. The Calls will be published in English and in all other languages of the project consortium (Bulgarian, Czech, Danish, French, German, Italian, Serbian, and Spanish).
Call for Expression of Interest for digital providers
Call for Expression of Interest directed towards European players from the digital ecosystem to identify those companies and entities that are interested in applying their solutions to the tourism ecosystem and offer their training and advisory services to the tourism SMEs. These entities will be encouraged to register on the project B2B platform in view of cooperating with tourism SMEs receiving support through the two voucher schemes (List of digital sector companies/ entities registered on the project B2B platform). The Call for Expression of Interest will be in accordance with the main application criteria for the voucher scheme.
Companies and entities that are interested in collaborating with tourism SMEs in the areas explained previously can register by filling out a registration form on the project B2B platform.

CALL FOR PROPOSALS FOR SMEs
DIGITOUR Project will launch a Call for proposals for tourism SMEs with a common methodology and common criteria to provide the same opportunities to all countries, but at the same time tailor activities to the local tourism contexts and the specific needs of tourism SMEs, by undertaking an assessment of the regional contexts involved and of the tourism sector SMEs in the countries involved
TWO STRANDS, ONE FOR EACH VOUCHER
Based on the nationality of individual SME applicants (for voucher 1) and of that of the Leading SME applicant (for voucher 2); partners will be responsible for SME applications, from initial tutoring, to evaluation, to administrative and financial management and to mentoring during the projects’ realization. Each strand will have specific common selection criteria, which will be included in the Terms of Reference of the Call for Proposals. The evaluation of proposals under each strand will bring to ranked lists of SMEs based on the scores obtained. SMEs with the higher
scores will be awarded first. Based on the number of proposals received, the number of SMEs cooperating on the second type of voucher, and the proposed budget of the project proposals, DIGITOUR expects to provide financial support to at least 138 enterprises.
In order to evaluate the proposals, the project will establish an Evaluation Committee including representatives of each partner organization in the form of a jury where decisions about ranking will be taken on the basis of common rules established and discussed and shared in order to guarantee fairness and transparency of the evaluation process. Evaluation results will be then shared with the applicants. Partners aim to support a variable number of SMEs, based on the funds they have allocated to this purpose as well as on budget requested by selected projects.
Once SMEs are awarded, two different procedures will be followed for the two types of vouchers:
- for the first type, a final payment will be transferred to the SMEs following the submission of a report highlighting the results achieved thanks to the voucher and vis-à-vis identified KPIs;
- for the second type, which involves a higher amount of funds, three instalments are foreseen (a prefinancing, interim and final payment) upon submission of reports and deliverables.
All awarded SMEs will be supported during implementation through mentoring and tutoring support provided by responsible partners. All SMEs will cooperate with players of the digital ecosystem by involving them during implementation, also thanks to the project B2B platform that will facilitate exchange and matchmaking. To monitor the impact of the vouchers on the SMEs, a specific WP is foreseen (WP4). This includes an initial assessment of digital readiness of beneficiary SMEs and a final assessment. Monitoring will be ensured throughout the whole project period.
